Naked Man Waving American Flag Leads To Large Identity Theft Bust

Sedro Woolley, Washington– On April 13th, 2016, around 1:50 pm, Sedro Woolley Officers responded to a welfare check in the area of West Nelson and Curtis Street in Sedro Woolley.

According to a probable cause affidavit, obtained by SkagitBreaking.com, a  SKAT bus driver had reported seeing an Asian male walking into traffic. The driver told dispatchers that the man was carrying an American Flag  and was nude from the waist down.  Officers checked the area but were unable to find the male.

Around 2:30 pm, Officers were again dispatched to the 1200 block of Curtis Street near the intersection with  West Nelson Street for reports of a Naked Asian male waving an American Flag.

Arriving Officers found the male, later tentatively  Identified as Gui Wang, crouched inside his open garage near a 2016 Ford Fusion Sedan with Oregon Plates.  Mr. Wang was only wearing a button down shirt and his genitals were fully exposed.

The affidavit says Mr. Wang was grinding his teeth and acting very strangely.  When Officers approached Mr. Wang they noted that he was walking on broken glass with his bare feet and he got down onto his knees.

Mr. Wang then advised Officers that he was the last Fukushima Nuclear Disaster Survivor and he admitted to exposing his genitals in front of his residence because he wanted to urinate outside.   Mr. Wang also told Officers that he was part of the “Men in Black” and that he was President Obama’s brother.

Mr. Wang presented Officers with a small American Flag and gave them mail addressed to an address in California.  Officers decided that Mr. Wang was under the influence of some sort of drug and he was transported to the hospital for an involuntary hold.

A neighbor in the area reported to Officers that Mr. Wang was living with another male, but the neighbors had not  seen the other male in over a week.  Due to Mr. Wang’s erratic behavior Officers conducted a welfare check of the residence to search for any other persons in the house.

While checking the residence, Officers observed  numerous computers, servers, several credit cards and hundreds of pieces of mail addressed to different people.   Officers did not locate anyone else in the home and secured the home.

A mail carrier in the neighborhood told Officers that the residence had been receiving between 60-100 pieces of mail everyday to numerous different names.

Another neighbor reported to Officers that Mr. Wang had approached him while nude from the waist down and tried to give him mail that belonged to someone else who lived down the street.   A third neighbor reported seeing Mr. Wang walking the neighborhood while nude from the Waist down, but didn’t think to call 9-1-1.

Officers applied for and received a search warrant for the residence. While serving that warrant, Officers located stacks of unopened mail addressed to subjects other than Mr. Wang.  Officers then located stacks of opened letters from Paypal, which included Paypal checks written payable to names other than Mr. Wang with “New Attractions” also listed as Payable.

Officers also found thousands of opened letters with the checks removed and missing. Many of the checks were organized by the subject listed along with “New Attractions.”

Officers continued the search and located several sophisticated industrial servers that were plugged in and appeared to be functional as well as ten computer towers that were not hooked up.  The room for the servers was climate controlled and found to be well organized, while the rest of the house was found in disarray with rotting and moldy food throughout.   Officers noted a phone in the residence rang continually while Officers were on scene.

As Officers continued their search, they located dozens of prepaid Master Card, Visa Cards and Bank Cards with no printed names on them.   These type of cards are commonly used to move money anonymously so that it is unknown who owns the money loaded on the card or where the money originally came from.  Many of the cards had notes attached to them with a dollar amount and a person’s name other than Mr. Wang’s.   Officers also located a magnetic card strip reader in the residence, boxes of checks from different banks and documents on how to hack computers.

Officers located a 2′ bong on the kitchen floor and multiple packages of synthetic drugs, commonly known as “incense” in an upstairs bedroom.

The investigation into Mr. Wang continues and Officers found multiple different documents in the residence with different dates of birth and name spellings for Mr. Wang. They also found documents showing Mr. Wang is possibly from China, so they were working to positively identify Mr. Wang.

Mr. Wang was booked into the Skagit County jail on April 14, 2016 after being released from Skagit Valley Hospital. He is being held in lieu of a $500,000.00 bail.  Mr. Wang is suspected of three counts of Indecent Exposure,  two Counts of Identity Theft 1st, one count each of Theft 1st, Mail Theft and Money Laundering.
