Sedro Woolley, Washington- The Sedro Woolley Police Department and the Washington State Patrol responded to a serious injury crash on State Route 9 near Bassett Road around 2:00 am on July 9th, 2016.

According to a probable cause affidavit of arrest, Andrey Kapustin of Maple Falls has been charged with driving under the influence and vehicular assault in the crash that left his passenger with serious injuries.  Officers found numerous partially consumed bottles of Jack Daniels, Jim Beam and Budweiser in the vehicle.

Troopers spoke with Mr. Kapustin in the Emergency Room after the crash and could smell alcohol on his breath.  He admitted to driving the vehicle during the collision, drinking alcoholic beverages and had an obvious seat belt mark going left to right diagonal across his shoulder indicating he was the driver.

The passenger in the vehicle, Ivan Demyanov suffered facial fractures, a possible skull fracture and was later transported to Harborview Medical Center due to concerns of his right eye bulging out of the socket. Doctors were concerned he may lose his eye or vision as a result of the crash.
