Anacortes Couple Arrested for Criminal Mistreatment of Child

Couple Arrested-File PhotoA couple in Anacortes was arrested around 4:45 am on Sunday December 7th, 2014  for investigation of criminal mistreatment of the woman’s 1 year old child as well as multiple counts of VUSCA (drug) charges.

Around 4:45 a.m. Sunday, Anacortes police were called to the 800 block of 23rd Street for a welfare check. Arriving officers, found the couple and a 1-year-old child living in a garage.  Officers said the garage did not have any heat and the officers described the garage as dangerous, and  filthy. Inside the garage was pesticide, rat poison, dirty clothing and empty cans. There were items piled in the child’s crib.  The mother did not appear to be concerned with the childs condition. Temperatures in Anacortes were around 44 degrees that morning.

Four adults at the scene including the child’s mother, her boyfriend and two others appeared to be under the influence of heroin.

The Child was taken to Island Hospital for treatment and evaluation and then placed into the custody of Child Protective Services. C.P.S. then placed the child with a foster family.   The couple and their child had only been in Anacortes for about two months, prior to that they were living in Oregon where the child was being monitored by the Oregon Child Protective Services due to his medical condition.  The child’s mother told Oregon C.P.S. that she moved to Washington to get a 2nd opinion on the childs health.

Two counts of  possession of heroin (VUSCA) and 1 count of second-degree criminal mistreatment have been filed on both the man and the woman. They are being held in the Skagit County Jail with bail set at $100,000.

The Skagit County Jail Roster lists, James Durfee and Sarah Hall-Hilsinger as the two suspects that were arrested.
