Level III Sex Offender Moving to Stanwood

STANWOOD, Washington. – Mark Edward Stamps, Jr., a convicted Level 3 sex offender, will be released from prison and is moving to the 8300 block of 184th St NW in unincorporated Stanwood.

Stamps is a 34 year-old male who was convicted of 1st degree rape of a child and four counts of indecent liberties in 2008.

According to official documents MARK E STAMPS Jr was charged in Snohomish County Superior Court with the crimes; Rape of a child 1st Degree and four counts of Indecent Liberties.

STAMPS plead guilty to amended charges of four counts of Indecent Liberties on 7-30-2008. On 8-19-2008 STAMPS was sentenced to 116 months of confinement.

STAMPS was 24-26 years old when he  sexually assaulted the victim several times between the ages of 5 and 7 years old. The sexual  assaults  took place between 6-2005 and 11-2007.

The assaults occurred while the victim’s mother was at work and the victim was left in the care of STAMPS. The victim disclosed the sexual assaults to a counselor and during an interview she disclosed the assaults took place almost every day.  A Sexual assault medical examination confirmed trauma consistent with a sexual assault.

While in prison, STAMPS entered into the DOC Sex Offender Treatment Program on 8-2013.  He was terminated from the program on 7-2014 because of reports he was not addressing his treatment goals or made minimal progress towards his goals. It was also reported STAMPS was also terminated for “lack of progress” and “grooming” behavior towards other inmates.

MARK E STAMPS Jr. is currently under WA DOC Supervision. He will be supervised by the WA DOC Marysville Field Office,  for a period of 36 months.

Stamps is not wanted at this time. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement’s ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy.
