Whatcom County, WA – The Washington State Patrol responded to multiple 9-1-1 callers reporting a nude female running in traffic on Southbound I-5 near Loomis Trail Road in Whatcom County around 5:05 p.m. on November 17th, 2018. As Troopers responded to the area, additional 9-1-1 Callers reported the female had run into traffic and was struck by a passing vehicle.
According to a press memo from the Washington State Patrol, the nude pedestrian was identified as 31-year old Amanda Jean Mitchell of Bellingham. Troopers say as she ran across the median of I-5 and into the Southbound lanes of travel she was struck by a purple 2008 Lexus RX350, being driven by 38-year old Tzu Yang of Snohomish. Witnesses said the female was possibly experiencing mental health issues and excited delirium. Excited delirium syndrome (ExDS) is a serious and potentially deadly medical condition involving psychotic behavior, elevated temperature, and an extreme fight-or-flight response by the nervous system.
Mitchell’s Father, Mike Mitchell wrote in a July 15th, 2018 Missing Person’s Facebook Posts that Amanda was a disabled and legally vulnerable adult, who was possibly suffering mental health issues. Her brother, Jeff Mitchell had also passed away in July of 2018.

Troopers say the cause of the crash is “Pedestrian in Roadway” and no charges are expected against the driver of the vehicle, who was not injured in the incident.
The vehicle was impounded by Blaine Towing for safe keeping.
