Skagit County, Washington- A Skagit County man was arrested on September 9th, 2016 for a felony warrant for possession of depictions of a minor engaged in sexually explicit conduct.
According to a probable cause affidavit of arrest obtained by Skagitbreaking.com through a public disclosure request, 31 year old Jace Harris who is listed as a transient was arrested by detectives for an incident that occurred in 2014.
In November of 2014 a female known to the male turned over 2 micro SD cards to the Skagit County Sheriff’s Office that contained multiple pictures of minors engaged in sexually explicit conduct.
The affidavit states that during a get together, someone had noticed Mr. Harris looking at inappropriate images of children on his cell phone. The woman confronted Mr. Harris about the images and he admitted to her that he had been viewing the photos for several years.
The woman told detectives that Mr. Harris had left a laptop computer and two cell phones at the residence of the get together and later made arrangements to pick up the phones. The woman removed the sd cards from the cell phones prior to giving them back to Mr. Harris and turned the SD cards over to the Sheriff’s Office.
On February 11th, 2015, Detectives applied for and was granted a search warrant for the two SD cards. On one of the Sd cards was an 8 GB micro Sd card and Detectives found nude images of juveniles who appeared to be less than three years old. The second SD card was a 64 GB micro SD card and contained over a hundred images of minors and toddlers engaged in sexually explicit content.
Detectives submitted 10 random hash values from the depictions of the victims to the National Center For Missing and Exploited Children (NCMEC). Two of the hash values were associated with an image or video which appears to depict at least one child previously identified by Law Enforcement. Eight of the hash values returned as recognized hash values and were associated with files already submitted to NCMEC.
In April of 2015, detectives again contacted the woman who turned in the SD Cards and she told them she had not had any further contact with Mr. Harris and she believed he had fled to California after their talk about the images he was viewing.
Jace Harris was booked into the Skagit County Jail on September 9th, 2016 for ten counts of Possession of Depictions of a minor engaged in sexually explicit conduct. He is currently being held in lieu of $250,000.00 bail.
