Mount Vernon, WA – A Mount Vernon Man has been jailed on an investigative hold for four counts of rape of a child as well as violating a sexual assault no contact order and intimidating a witness.
According to a probable cause affidavit of arrest obtained by Skagitbreaking.com through a public disclosure request, a 19-year old Mount Vernon man is accused of sexually assaulting a 13-year old teen he was in a one month relationship with in 2016. The man was arrested and a sexual assault no contact order was placed on the man, barring him from contacting the teen while he awaited trial.
The man is accused of having a friend contact the female and arrange for them to meet several times in early 2017. The man then attempted to coerce the female to tell deputies she lied about their sexual relationship. He then made threats against the 13-year old if she disclosed to anyone their sexual relationship.
The 13-year old teen was then reported as a juvenile runaway on March 21st, 2017. In the early morning hours of March 22nd, 2017 the teen called her father asking for help but she didn’t know where she was. Law Enforcement attempted to find the teen but was unsuccessful. The teens mother located her and transported her to the hospital where she reported she was assaulted and she was interviewed by Skagit County Detectives.
The teen told Detectives she had met the man at least three times since January and had consensual sex with the man in his car in different locations in Skagit County during these meetings. The man asked her several times during these meeting to recant her statement to police. He even offered to pay for someone else to write the statement as long as she would sign it. He promised to run away with her so they could be together if she dismissed the charges against him.
On this occasion, the man is reported to have driven the teen to a location that was unknown to her and he attempted to have sex with her again. The teen told the man “No” several times that she did not want to have sex with him. The teen told Deputies that the man climbed on top of her and attempted to remove her clothes. She reported the male grabbed her hands and wrists, causing bruising when she attempted to stop him from removing her shorts. She said she was able to get out of the car and run away but it was dark and she didn’t know where she was. Eventually, she found a person walking to their car that allowed her to use their cell phone and she called her parents.
The male is a suspect in other sexual assault investigations involving other juvenile females, including his current 15-year old girlfriend. He has been previously arrested for threatening other juvenile female victims and harassing them after they have disclosed to law enforcement, sex acts with him.
The male was taken into custody in April of 2017. Detectives interviewed him on several occasions, where they note he was crying and said “I did a bad thing, and I’m very sorry for that, but I’m not a rapist.” Two days after he was arrested a cell mate summoned Jail Deputies to report the male was crying uncontrollably and was very upset. Deputies moved him to an outside rec area so he could calm down. The male told Deputies at that time that he knew he did a bad thing but is now sorry and wants to go home. Deputies advised him to speak to his attorney.
The male is currently awaiting trial for Rape of a Child 2nd and Violation of a Sexual Assault No Contact Order. He has a history of threatening his family with a knife, trespassing, refusing to leave a school campus, theft 3rd and Minor in possession. He has also been involved with runaway juvenile females who have been located with him or at his home.
His latest charges include 3 counts of Rape of a Child 3rd, Felony Violation of Sexual Assault No Contact Order and intimidating a witness. He is currently being held in the Skagit County jail in lieu of $75,000 bail for the original charges from 2016 and $75,000 bail for the newest charges in 2017.
