Anacortes Man Struck by Vehicle While Walking on State Route 20

Skagit County, WA – The Washington State Patrol responded to a vehicle versus pedestrian crash on State Route 20 near Lunz Road around 10:26 p.m. on November 15th, 2019.

According to a press memo from the Washington State Patrol, 58-year old James Proctor of Anacortes was traveling Eastbound State Route 20 in a red 2002 Toyota Rav4 when he struck a pedestrian walking Eastbound in lane one of State Route 20. The Pedestrian was identified by Troopers as 34-year old Thomas Garcia of Anacortes. He was injured and transported to Island Hospital before being transported to Harborview Medical Center in Seattle.

Proctor was injured and transported to a local hospital for treatment.

Troopers say drugs or alcohol were not a factor in the crash and no charges are expected.  The cause of the crash remains under investigation.

The Vehicle sustained damage and was impounded by A1 Towing of Oak Harbor for safe keeping.
