Two Skagit County Men Arrested in Mount Vernon Homicide Investigation

Mount Vernon, WA – On January 9th, 2022 around 5:37 a.m. Mount Vernon Officers and First Responders were dispatched to a report of CPR in Progress on a male in a private apartment in  the 300 block of Stanford Drive in the city of Mount Vernon.  During the resuscitation efforts,  it was discovered that the victim, later identified as 37-year old Arturo Barrios-Romero of Mount Vernon, Washington, had a gunshot wound to his upper torso area.  Resuscitation efforts were unsuccessful and he was pronounced dead at the scene.

During the course of the investigation, it was determined that multiple people had attended an “after hours” party at the apartment, after leaving a local drinking establishment.  During this gathering it was determined that Arturo Barrios-Romero had been shot and killed by 29-year old Isaac Jose Torres of Mount Vernon. Detectives say Torres was a guest at the apartment party, but did not live there. Detectives did not give a reason for the murder but stated that on June 1st, 2022, Isaac Torres was charged with Second Degree Murder, First Degree Assault, and Unlawful Possession of a Firearm for the death of Arturo Barrios-Romero.  Investigators believe Torres intended to kill Barrios-Romero, but the act was not premeditated, resulting in the Second-Degree Murder Charge.

The tent of the apartment and party host, identified as 33-year old Jose Rosales Garcia of Mount Vernon, was charged on May 31st, 2022 with Rendering Criminal Assistance and Alien in Possession of a Firearm in connection with the death.   Both suspects are in custody.

Investigators say that although charges have been formally filed, this case remains an open and active investigation.
