Burlington, WA – On August 26th, 2015 at around 4:30 pm, officers from the Burlington Police Department were dispatched to the McDonald’s Parking lot on Marketplace Drive in Burlington to check the welfare of a male passed out in a vehicle.
According to the Probable Cause Affidavit of Arrest, arriving Officers found a male passed out in a blue 1990 Ford F250. A check of the license plate number revealed that the vehicle had previously been reported stolen and was registered to an address in Mount Vernon.
The man later identified as Roger Ulrich , awoke and stepped out of the vehicle as officers approached it. He was detained and read his rights.
Officers confirmed the vehicle was stolen and searched Mr. Ulrich.
Officers found a brown tar-like substance that resembled Heroin in Ulrich’s front pocket. Ulrich then admitted to officers that he was an active Heroin user and that the substance found in his pocket was in fact heroin. The substance later tested positive for Heroin using a field test kit.
Upon transporting Mr. Ulrich back to the police station, he told officers that he “did not steal the vehicle, but that his friend Justin stole it.” He was unable to provide Officers with a last name of “Justin.”
Burlington Officers transported Mr. Ulrich to the Skagit County Jail and he was held on a 72 hour investigative hold for charges of Possession of a stolen motor vehicle and possession of heroin. He has since been released from jail. He is listed as a Transient.
The truck was returned to its rightful owner.
