Swinomish, WA-  A Mount Vernon man was arrested on January 4th, 2016 by Swinomish Police Officers after he was observed behind the wheel of a vehicle he wasn’t supposed to be driving.

According to a probable cause affidavit obtained by skagitbreaking.com through a public records request, Jeffrey  Perry of Mount Vernon was stopped by Swinomish Police around 7:30 am while driving a blue and white Chevrolet Blazer on Long John Drive.

The probable cause affidavit states the traffic stop was initiated after Officers observed a broken windshield and a defective license plate light.  While stopping the vehicle, Officers ran the plate and found that the tabs were expired, but the vehicle had current tabs on it that did not match the plate.

Dispatch notified Officers that the driver, had a suspended license in the 3rd degree as of October of 2015 for Failure to appear and unpaid tickets.  The driver also had two warrants out of Mount Vernon. One for Assault 4 and one for Theft 3rd degree. Mr. Perry was taken into custody for his Warrants.

A passenger in the vehicle did not have a valid drivers license and stated she did not know who owned the vehicle so Officers called a Tow Company to impound the vehicle for safe keeping.

Officers then transported Mr. Perry to the Skagit County Jail for booking.   A short time later, the arresting officer was asked to return to the jail.

During a Pre-booking search by Jail Deputies, items of contraband (drugs) were located in the Rectum of Mr. Perry.  Jail Deputies found a plastic baggie with a dime sized ball of a dark brown tar substance which appeared to be Heroin and a small paper wrapped bundle which contained a white crystalline substance which appeared to be Methamphetamine.  The contraband was placed into an evidence bag and returned to the arresting officer who took it to the Swinomish Police Station for testing.

Mr. Perry was booked into the Skagit County Jail for his two outstanding warrants, 5 counts of Violation of the Uniformed Controlled Substance Act (VUCSA), and introducing Contraband into the Jail System.
