CONCRETE, WASHINGTON- On Wednesday February 17th, Skagit County Sheriff’s Deputies noticed a man driving a truck on Finney Creek Road who had multiple outstanding warrants. The man had previously eluded deputies several times before.
According to a probable cause arrest affidavit, Deputies attempted to stop the man, later identified as James Kelly of Concrete. Mr Kelly refused to stop and as he eluded deputies for several miles, two passengers in the truck he was driving threw items out of the back of the truck at pursuing deputies. The probable cause affidavit says Mr. Kelly ended up crashing the truck into a creek and the occupants fled.
Deputies requested assistance from a border patrol helicopter as well as Snohomish County K-9 units. James Kelly and passenger Crystal Vandyk were both later located by K-9 deputies and taken into custody.
James Kelly is currently being held in the Skagit County Jail on a no release bail for eluding a LEA vessel. He is also being held in lieu of $44,000 bail for previous warrants including, Possession of a stolen vehicle, two counts of Criminal Trespassing 2nd, 2 counts of Driving while license suspended or revoked 2nd degree, resisting arrest, and theft 3rd degree.
Crystal Vandyk is currently being held in the Skagit County Jail in Lieu of a $15,500.00 bail for felony warrants for taking a vehicle without permission 2nd degree and criminal trespassing 2nd.

Statement via Facebook Post from the Snohomish County Sheriff’s Office K-9 Team on the Incident:
“On Wednesday February 17, 2016, the Snohomish County Sheriff’s Office K-9 Unit received a request for assistance from the Skagit County Sheriff’s Office in the Darrington region in Snohomish County. The Skagit County Sheriff’s Office had located two subjects, 1 male and 1 female, that were wanted for burglary and both had felony warrants for their arrest. When they tried to stop the suspects,they led them on a pursuit which ended just prior to the Snohomish County line. Both fled on foot in the into the rough terrain of this area. After the Skagit County K-9 tracked for a couple hours they asked for another dog team to come in and help. Deputy McCullar and K-9 Luuk responded to the area.
Deputy McCullar and K-9 Luuk picked up where the other K-9 had stopped tracking and immediately picked up a track that led them about 1 1/4 miles deeper into the woods. Both crooks were located hiding behind a tree and they were arrested without further incident when confronted with K-9 Luuk.
