Sedro Woolley, Washington- Sedro Woolley Officers on routine patrol around 9:30 pm  on the night of February 8th, 2016 observed a 1996 Chevy K-1 pick-up pulled over to the side of the road near Sapp road. The Chevy was partially down a deserted, dead end road.

Officers made contact with the vehicle and found a male slumped over in the driver’s seat and he  appeared passed out.  Officers observed multiple square pieces of aluminum foil in his lap with black burn marks across the foil, consistent with Heroin use.

The officers awoke the man, later identified as Brandon Kallis, and asked permission to search the vehicle.  Brandon denied consent for the Officers to search his vehicle without a warrant so the police seized the vehicle to apply for a search warrant.   Brandon was given a copy of the impound paperwork and allowed to leave the area.

The vehicle was towed back and sealed pending the search warrant.

At Approximately 10:15 pm, Sedro Woolley Officers were dispatched to a vehicle prowl in progress in the 400 block of Metcalf Street.  Witnesses described a man, wearing the same clothing that Mr. KALLIS had been wearing. The Vehicle owner reported a pink camera, as well as a wallet containing multiple gift cards was taken.

Officers re-contacted KALLIS on foot at State Street and Reed Street around 10:50 pm. Officers were able to detain KALLIS and the vehicle owner was brought to the scene to make a positive identification on the vehicle prowl  suspect, which they did. Mr. KALLIS was placed under arrest and searched, where Officers found a  stolen Red Robin Gift Card tucked into his underwear, which KALLIS admitted to taking from the vehicle, but nothing else.  Mr. Kallis Also admitted to Officers that he had just pawned a REI Gift card at Diamond Pawn.

Mr. KALLIS was transported to the Sedro Woolley Police Department for processing. He has been charged with Possession of a controlled substance as well as Trafficking in Stolen Property and then transported to the Skagit County Jail, where he has since been released.

In December of 2015 accusations about local thefts being committed by Kallis  were posted on local social media pages, including Skagit Breaking.

At that time, Jason Ensley reported that his boat had been broken into and he had Mr. Kallis on Video stealing from the boat.  Another woman accused him of stealing a cell phone and a third person accused him of stealing a generator from a local potato farmer, which was later returned.

According to the probable cause affidavit, on October 11th, 2015, Mr. Kallis was arrested by the Swinomish Police Department for Possession of a controlled Substance, Vehicle Prowling and Possession of Drug Paraphernalia.   He was arrested again on November 14th, 2015 by the Mount Vernon Police Department for Vehicle Prowl and Possession of Drug Paraphernalia.
