Bellingham Man Arrested For Voyeurism at Rest Stop

Voyeur Arrest File Photo

Skagit County, WA – A 54-year old  Bellingham man has been  accused of voyeurism for  taking photos of another man from under the bathroom stall at the Northbound I-5 Rest area near Bow Hill.

According to a probable cause affidavit of arrest, obtained by SkagitBreaking.com through a public records request, a man using a restroom at the Northbound Bow Hill Rest area noticed another person taking photos of him from underneath a bathroom stall from an adjacent bathroom stall while he was using the restroom in March of this year.

The victim   who was being photographed confronted the man  who was taking the photos and the man  denied taking any photos. The victim  then took the mans cell phone from him and saw photos of himself on the mans phone.

Troopers were contacted and the man  told Troopers he was only trying to change the background on his phone.  Troopers asked to view the content of the phone and the man  gave consent for the Troopers to look into his phone.

Troopers found photos on the phone of the victim using the public restroom where he had a reasonable expectation of privacy.  The photographs contained intimate areas of the victim that were intended to be protected from public view, to include shoes, pants pulled down, bare legs, and undergarments pulled down.

The victim had not consented to the photographs being taken and was unaware of them being taken until he saw the phone reaching underneath the wall into his bathroom stall.

The man was arrested for investigation of Voyeurism. He has since been released.
