Mount Vernon, WA – Officers from the Mount Vernon Police Department received information in March of 2016 that 25-Year old Aubrey Desantiago and her boyfriend 26-year old Luis Vela-Martinez were dealing Heroin and Methamphetamine in the City of Mount Vernon. Desantiago is a convicted felon and is currently on Department of Corrections probation for a conviction of Manufacturing and Delivery of a scheduled 1 Narcotic from an incident on January 23rd, 2015.
An investigation into the allegations was launched and in September of 2016, Mount Vernon Police Officers conducted four controlled buys of Heroin from Aubrey Desantiago using undercover informants. During the four controlled buys, Officers were able to purchase 4.8 grams of Heroin. Three of the four controlled buys happened within 1000 feet of the Mount Vernon High School.
On September 21st, 2016 Officers conducted a search warrant on an apartment in the 100 block of North 7th Street. Officers located Luis Vela-Martinez in a bedroom. In the same bedroom they found dealer amounts of suspected heroin and methamphetamine, $400 in US Currency, multiple scales, packaging, three phones and a 9mm handgun.
Luis Vela-Martinez was arrested and is currently being held in the Skagit County Jail in lieu of $75,000 bail for Driving on a suspended license 3rd, 3 Counts of Violation of Uniformed Controlled Substance Act-Conspiracy to Commit. Two Counts of Violation of Uniformed Controlled Substance Act, Unlawful Possession of a Firearm and Alien Unlawful Possession of a firearm. He also is being held on two counts of 3rd degree driving on a license suspended for an incident on March 30th, 2016 and July 5th, 2016.
Luis Vela-Martinez has a conviction from September 21st, 2012 for an incident that happened on July 12, 2012. Those charges include possession of a controlled substance other than marijuana-Methamphetamine, a class C felony. He also has a conviction for Alien in Possession of a Firearm, a Class C Felony. He also has a juvenile conviction from March 12th, 2006 for 2nd degree theft.
Aubrey Desantiago was arrested and booked into the Skagit County Jail where she is currently being held in Lieu of $150,000 bail for five (5) counts of Violation of the Uniformed Controlled Substance Act, two counts of Possession with intent to Manufacture, Unlawful Possession of a firearm in the 1st degree. She may face additional charges of Maintaining a premise for VUCSA with School Zone Enhancements.
