Burlington, Washington- The Washington State Patrol responded to a fatal motorcycle crash on Northbound I-5 near milepost 232, just South of the Cook Road exit around 8:55 pm on September 24th, 2016.
According to a press memo from the Washington State Patrol, 65-year old William Higgins of Quincy, was traveling Northbound I-5 on a 2005 Harley Davidson Motorcycle in Lane one of two. The memo states Mr. Higgins lost control of his motorcycle and crashed, coming to rest in lane two of two.
A 2016 Dodge Caravan driven by 35-year old Mark Zwaagstra of Vancouver, BC was also traveling Northbound on I-5 in Lane two of two at the same time and struck Mr. Higgins, killing him. Next of kin was notified by Sgt. Biggers.
The driver of the van was not injured. The van was driven from the scene and the motorcycle was impounded for safe keeping by Joes Towing.
Passengers in the van include Eugene Sega, of Burnaby, BC, Jake Wolfman, Arata Komiya and Zachary Plass all of Vancouver, B.C.
The cause of the crash is listed as under investigation and the press memo says charges are pending.
UPDATED 10:25 am: Please note, The initial press memo from the Washington State patrol stated Mr. Higgins was not wearing a helmet at the time of the crash, however several witnesses to the crash stated this was not true and Mr. Higgins was wearing a helmet. Family members of Mr. Higgins who contacted Skagitbreaking.com stated Mr. Higgins never rode his motorcycle without a helmet.
