Skagit County, WA – A Sedro-Woolley Couple was recently arrested for several thefts in Skagit County. Both Suspects were taken into custody on outstanding Felony warrants on February 17th, 2017.
According to a probable cause affidavit of arrest obtained through a public disclosure request by Skagitbreaking.com, both suspects were arrested at a home in the 17000 block of State Route 536. A third subject, was also arrested on outstanding warrants at the location.
The affidavit states on June 10th, 2016 deputies were notified that an industrial grade wood chipper that had been reported stolen in Sedro-Woolley earlier in the day from Washington Excavation and Septic LLC. The wood chipper was seen at a property on Avon Allen Road and reported to police. Deputies responded to the property and located the stolen chipper. The homeowner said a person hired to cut trees on the property had brought the wood chipper to the property but had left to get some gasoline. Deputies waited for the hired help to return and when they returned in a red GMC pickup, Deputies spoke to the suspects, identified as Michael Bounds and Jennifer Maccagnano.
A routine check of the pickup Mr. Bounds was driving revealed the truck had been reported stolen to the Skagit County Sheriff’s Office on May 23rd, 2016.
Michael Bounds and Jennifer Maccagnano were both arrested and waived their rights. Mr. Bounds told Deputies he believed the Chipper was in fact stolen but had acquired it from another person. He also told Deputies he did not know the truck was stolen but he had removed the license plate and it was in the door panel of the pickup.
Jennifer Maccagnano advised Deputies that she was with Mr. Bounds earlier in the day when they took the wood chipper from a parking lot in Sedro-Woolley.
Jennifer Maccagnano was booked into the Skagit County Jail for Possession of a Stolen Vehicle and Possession of stolen property 2nd. She is currently being held in lieu of $5,000 bail.
Michael Bounds was booked into the Skagit County Jail for Possession of a Stolen Vehicle and Possession of Stolen Property 2nd. He is being held in lieu of $10,000 bail on those charges.
Michael Bounds is also currently being held in the Skagit County jail on a warrant for a December 4th, 2015 incident of Driving on a suspended or revoked license in the 2nd degree. His bail is set at $500 in that incident.
Michael Bounds is also currently being held in the Skagit County jail on a warrant for a November 6th, 2015 incident out of Mount Vernon Municipal Court for Theft 3rd Degree and Obstructing a Law Enforcement Officer. His bail is set at $1,500.00 for that incident.
Michael Bounds has also been charged with stealing a red 1990 Ford F-250 pickup on April 17th, 2016 from the 1400 block of Moore Street in Sedro-Woolley. In that incident, Mr. Bounds told Deputies he was asked by a friend “Mike” to take the vehicle because the owner owed “Mike” money. Mr. Bounds told Deputies Mike lived in Lyman but he didn’t know where. Mr. Bounds drove the vehicle to the S. Skagit Highway where he found a pistol in the driver’s door pocket of the vehicle. He said he then took the truck to the 41000 block of S. Shore Drive in Cape Horn to sell the gun to a male. Mr. Bounds said after talking to the male and agreeing to sell the gun for a 1/4 oz of meth, worth around $180.00 he then drove the truck back to Cape horn Drive and pulled into a vacant lot. He then walked back to the residence where he agreed to sell the gun and received 1 gram of the meth and the male “trading him” owed him the rest. He then said he drove 10 miles further East and picked up his girlfriend, Jennifer and they drove back to Cedar Grove and used some of the meth. Mr. Bounds told Deputies he believed he was being followed and ditched the truck in the 46000 block of Baker Loop Road in Cedar Grove.
Mr Bounds was correct and he was being followed. The owner of the truck had received information that the truck was being driven in the area and tracked the truck to the 46000 block of Baker Loop Road. The trucks owner and a friend called Deputies who located the vehicle at that residence. They stated a male had run from the vehicle when they pulled up and the firearm was missing, as well as 10-12 gallons of gasoline. They also said the truck had new scratches on it. A female witness in the area confirmed to Deputies that the person driving the truck was Mr. Bounds as she knew him.
On June 8th, 2016, Deputies served a search warrant at the home of Richard Christoferson in an unrelated case in the 61000 block of Marblemount. Mr. Christoferson was questioned about the gun during the search warrant and told Deputies they could find it under his couch in his fifth wheel trailer. A Glock 23 .40 cal along with a holster and extra magazine were recovered. Mr. Christoferson told Deputies he had traded the gun to Michael Bounds in exchange for $60.00 worth of Methamphetamine. He stated Mr. Bounds had “pawned” the gun to him and was supposed to buy the gun back from him but never did.
Michael Bounds is Currently being held in the Skagit County Jail on additional charges in this incident for Theft of a Motor Vehicle, Theft of a Firearm, Trafficking in Stolen Property 1st, Unlawful Possession of a Firearm 2nd Degree and Theft 1st Degree. He is being held in Lieu of $10,000 bail for these crimes.
